City InfoDowns is a city in Osborne County, Kansas, United States. As of the 2010 census, the city population was 900. Downs had its start in the year 1879 by the building of the Central Branch Railroad through that territory. It was named for William F. Downs, a railroad official from Atchison. Downs became an incorporated town in December of the same year. In 1910, the city had a population of 1,427.
